You never know what will work until blood is spilled.  Seems if you approached the dowel from only a perpendicular angle, you would end up with somethigng pill shape in form.  You would have to rotate the pipe at different angles as it was being cut.  There would probably be at least one small area where it broke off and that would have to be manually sanded.

I was wondering if you could put cubes into a lapidary rotary tumbler, perhaps lined with sandpaper, and get spheres. You could change out the sandpaper for finer and finer grits.  Those tumblers don't cost too much. A smaller version of Stewart's washing machine method...Huh
