I think snopes.com does a pretty good job of tracking urban legends, and they totally bust the cigar story:

As for the CPSA, they have a really mixed history--to some extent actually able to craft decent laws aimed at consumer safety, but more often than not getting caught up in politics and/or bureaucracy.  I used to build playgrounds for kids, and it was a mixed bag trying to interpret their rulings.

Yes, that's what I thought.  And not to belabor the point, but lead is lighter than gold, and so my solution would hold.  Nevertheless, if the actual puzzle is that the fake could be lighter OR heavier, then my solution fails, and you have to go to the other method.

We have 12  gold coins.One is fake.We dont know which.We dont know if its heavier or lighter than the others.Now We have a ballance (not a scale)That measures by comparing...What is the way to find the fake Gold coin with only 3 times of weigh.Huh Grin Huh

Leaving comments about your undergarments aside...
1. Put 6 coins on each tray of the balance.  Whichever side registers heavier, set those aside because the fake is not in there.
2. Divide the remaining coins, three on each tray.  Again, set aside the heavier coins.
3. Put two of the remaining coins on the balance.  If one of them is lighter, that is the fake.  If they are the same, the remaining coin (the one not on the balance) is your culprit.

Well I'm back at it, the Arc that is. My wife has been cracking the whip, she wanted me to finish a entertainment center that she has wanted. Well it's done so now it's back to my project. I did make a change to the design to allow for a recording to be played if you can successfully open the Arc. I did not elect to use any shocking devices. I am now looking for a gold leaf kit to use on some of the trim. Has anybody got any suppliers for such a thing? I would also like to know if anyone has done any gold leafing and how it worked out.
